Rehabilitation and Reconstruction (R&R) Program.

After the devastating earthquake of April 25, 2015 Government of Nepal (GoN) declared 31 districts as earthquake affected districts (EAD). Post Disaster Need Assessment (PDNA) report estimated 43.9% water supply schemes were affected by the earthquake in 14 severely earthquake affected districts. The Fund Board has constructed 921 schemes as of April 25, 2015, benefitting 545,957 populations in these 14 districts. For early recovery/rehabilitation of damaged WASH facilities and sanitation, unutilized Project Preparation Advance (PPA) fund amounting USD 3.0 million was reallocated to the subcategory of early rehabilitation and reconstruction of WASH schemes constructed by Fund Board over the years.

R&R Progress Status of Phase-I -468 Schemes

Based on 43.9% earthquake damaged factor of PDNA report, affected schemes were estimated in each of these 14 districts, which summed up to 468 schemes. Then, 24 SOs working with the Fund Board for Batch-X schemes and earlier were allocated estimated numbers of schemes for preliminary identification of damaged schemes. In Bhaktapur there was only one damaged scheme allocated to one SO, which did not turn up even for contract. Additionally, 3 schemes from Sindhuli did not come to contact. Because of high expectation of disaster affected population, identified numbers of damaged schemes went up to 830 schemes after field verification by the SOs. At this point, it was not clear that available fund will be sufficient or not to rehab all 830 damaged schemes. In the Phase-I, therefore, remaining 23 SOs were contracted to carry out rehab work including survey, design and cost estimate of only 464 damaged schemes in 13 EAD based on PDNA report. Among the contracted schemes, 57 schemes were either constructed by other agencies or communities were not willing for rehab works due to higher expectations like yard connection and expansion of scheme. Three schemes, which need technology changes in Sindhuli district has not contracted for implementation work. At this juncture, 404 schemes have been contracted for rehab work, of which 404 damaged schemes have been physically completed and will be financially closed after monitoring by the R&R team. As of this, March 13 reporting period, among the above 404 physically completed schemes; 403 schemes have been financially closed after monitoring by the R&R team. So far, beneficiary households are 43,601 with 255,327 populations, where female beneficiaries are 50%. Due to lacking in submission of some documents 1 scheme is still remaining for financially completion.

As of the reporting period 404 schemes have been physically completed. All R&R schemes of Phase I are planned to complete by the end of January 2020. Due to festival time in Nepal, phase I schemes could not completed by the end of October, 2019 as planned previously.

Phase-II R&R Schemes

Out of 830 schemes reported damaged, 468 schemes were included under Phase I program. There are 362 schemes remaining from the total R&R works in 14 severely earthquake affected districts. However, it is supposed that numbers of schemes are already has been rehabilitated/reconstructed by other agencies. Therefore, in phase II of R&R works around 200 schemes are planned to be implemented.

Survey, Design and Cost Estimate and 20 SOs selection for implementation of R&R phase II schemes has been completed. The implementation contract for the R&R phase II scheme was planned to be started in August 2019 however, in actual it was started in September, 2019 and planned to be completed by mid of December, 2019. Implementation work of R&R phase II schemes was planned to be started in September, 2019 however, in actual it is started in October, 2019 and planned to be completed by the end of May, 2020 including contract closing and auditing. So far 19 SOs are already contracted for implementation of R&R works of 161 WS schemes and 1 SO is delayed due to not being not able to complete the R&R works of phase-I scheme as well as not submitting the meeting minutes with concerned WSUC for R&R phase II schemes.

Up to the date (March 13, 2020) of this reporting period, total 74 schemes are physically completed for R&R works. Among the 74 physically completed schemes, 6 schemes are financially closed. So far, beneficiary households are 7,614 with 41,349 populations, where female beneficiaries are 50%.
